Recently, Amazon officially updated its policy: the "Direct Validation" mechanism will be fully implemented for compliance audits of toy category products, covering major global sites such as the United States, Canada, and Europe.   

This means that from now on, compliance must be directly submitted by Amazon's officially recognized Testing, Inspection, and Certification (TIC) institutions for review before the platform will recognize it.
